General Rules for Admission
Application for studying at Shumen University in a Bachelor’s or Master’s degree levels is possible in the following cases:
- In implementation of intergovernmental agreements for educational, scientific and cultural exchange – the procedure is administrated by the Bulgarian Ministry of Education and Science.
- In accordance with Decrees of the Council of Ministers (Regulation No 103/1993 and Regulation No 228/1997) – the procedure is administrated by the Bulgarian Ministry of Education and Science.
- According to the rules for Bulgarian applicants – for all citizens of the EU member countries, individuals with permanent residence in Bulgaria, refugees, and foreign citizens of Bulgarian nationality the application procedures, terms and conditions for Bulgarians are valid.
- Except the above mentioned categories, all other foreign applicants apply to study under Art. 95, Para 8 of the Higher Education Act, according to which they have to pay annual tuition fees for international students.
REQUIREMENTS AND APPLICATION
All applicants who would like to study at Shumen University should meet the following requirements:
Bachelor’s Degree Programmes:
- To have completed secondary education that makes them eligible to continue their studies in higher educational institutions in the country in which the applicants have completed their secondary education.
- The grades in the applicant’s diploma for secondary education relevant to the major applied for are not lower than 62% of the maximum grade in accordance to the grading system in the country, in which the applicant has completed secondary education (i.e. the equivalent to a grade Good 4).
Master’s Degree Programmes:
- To have completed higher education with Bachelor’s or Master’s degree awarded. If the applicant’s Diploma is acquired from a foreign educational institution, it must be recognized with the purpose of obtaining access to further education within the higher education system of Konstantin Preslavsky University of Shumen.
- The average grade of the applicant’s Diploma for higher education (BA/BSc degree) to be no less than the equivalent of Good 3.50 according to the Bulgarian system of grades.
- For some of the programs the respective faculties may have additional requirements.
The documents listed below should be submitted no later than 1 October:
Bachelor’s Degree:
- An application form contains biographical data, the program that the applicant would like to enroll in, the type of education, the length of studies and the degree of educational qualification. The applicant also states the level of Bulgarian language competence as well as other languages spoken
- A certified translation of the diploma for secondary education (together with the enclosed list of grades) when the applicant would like to enroll for the full course of studies. The minimum average score of the diploma subjects, included in forming the university entrance score, should not be below 62 per 100 of the maximum value according to the grading system of the country where the applicant has completed his/her secondary education, i.e. the Good mark
- A document issued by an authoritative body attesting the right of the candidate to continue his/her studies in higher education institutions of the country where the secondary education has been completed (if it is not explicitly stated in the diploma)
- A medical certificate issued one month before the application date, certified by the respective bodies in the applicant’s country *
- Copy of ID document (passport or ID card) showing the applicant’s name written in Latin alphabet as well as his/her date of birth and place of birth. Applicants who have dual citizenship, one of which is Bulgarian, submit copies of both ID documents. When there is a difference in the spelling of the applicant’s name in the ID documents (Bulgarian and foreign), he/she submits a notarized declaration for the identity of names or a letter issued by municipal authority
- Bulgarian language proficiency certificate (if applicable)
- Two passport size photographs.
* Please, note that the diploma, the medical certificate and all documents issued by bodies abroad should be translated into Bulgarian and certified in accordance with the provisions of the international agreements between the Republic of Bulgaria and the country where the documents have been issued. In cases when such provisions are not available, the general order for translation and legalization procedures, and procedures for certification of documents should be considered. The recognition of secondary education diplomas, issued by schools abroad, is carried out by the Regional Office of Education at the Ministry of Education and Science.
Master‘s Degree:
- An application form and a declaration containing biographical data, the program that the applicant would like to enroll in, the type of education, the length of studies and the degree of educational qualification
- A certified translation of the diploma for completed degree of higher education (together with the enclosed list of grades and number of classes) and European diploma supplement (for the countries where such a supplement is issued)
- A document issued by an authoritative body attesting the right of the candidate to continue his/her studies in higher education institutions of the country where the secondary education has been completed (if it is not explicitly stated in the diploma)
- A medical certificate issued one month before the application date, certified by the respective bodies in the applicant’s country *
- Copy of ID document (passport or ID card) showing the applicant’s name written in Latin alphabet as well as his/her date of birth and place of birth. Applicants who have dual citizenship, one of which is Bulgarian, submit copies of both ID documents. The university sends the applicant’s documents to the Ministry of Education and Science in order to complete the procedure for issuing long-stay visas (Type D visa).
Type D visa is not required for citizens of the European Union and the European Economic Area, foreign citizens with permanent residence in the Republic of Bulgaria, and applicants with dual citizenship, one of which is Bulgarian.
Upon the receipt of the applicant’s admission certificate issued by the Bulgarian Ministry of Education and Science and the issuing of type “D” visa, the applicant should deposit the tuition fee into the university bank account and enroll in the respective program.
The Shumen University provides language studies and specialized training to foreign citizens who would like to study at Bulgarian universities. The curriculum is in accordance with the Bulgarian state requirements. Foreign citizens who speak Bulgarian language can sit for an exam without having attended language courses.
